A year later, it's still happening. I got the same on a VDB last month. Fortunately I had plenty of time to kill (as is often the case with VDBs) and was at DEN, so I inquired at one of the airside customer service centers. The agent was able to "reconnect" my BP with the original ticket number and printed a new BP without the "paper required" caveat. Took about a minute.
