I think it's been more like five years since fuel surcharges started to be added to fares, if not longer. And given the price of fuel has continued to bounce up and down, the likelihood of it being removed is slight to nil. Only government legislation to force fully inclusive fares would see it end, and Canadian governments are unable to even include GST/PST/HST as an inclusive charge in the items we buy as is the case in Australia or Europe/UK where VAT is included in the published cost, so don't expect them to force airlines to do something like that.
