AA Domestic --> CX Int'l Check Bag allowance

Another OW Sapphire and I along with 2 non-elites will be taking AA SFO-LAX and connecting to CX SFO-HKG-TPE in Y. The four of us are all booked in seperate PNRs and the AA and CX segments are issued in different TKTs (so 8 PNRs / TKTs in total), but have contacted TPEAA to note the CX segments in AA's PNRs. I know that I and the other OW Sapphire can have 2 pieces not exceeding 50lbs checked for free, but would like to know if it will also applies to the non-elites. In another word, will we be allowed to check 4 or 8 pieces for free? I called AA Reservation and was told that it's up to the airport. Anyone has similar experience? We will check-in together in the Priority AAccess counter I suppose.
