Well, it's more than a village, and I don't think there are any tours, as such. (Check the NRT website to make sure.)
If you're curious to see what a typical small city looks like, take the Keisei or JR LOCAL train (not the N'Ex or the Skyliner) to their respective Narita stations (which are pretty close together) and get out and wander around. If you're a fast walker (or don't mind springing for a cab), get a map of the city and go to Shinshoji Temple, which is one of the most famous pilgrimage temples in Japan. It's about a mile from the station.
I like to wander in its wooded grounds the day after arrival, but you probably won't have time to linger.
