I was told during my interview at ATL that packaged/processed foods like chocolate, cookies, crackers, etc., did not have to be declared at the GE kiosk.
Not only was I told this by the agent who did my GE kiosk training/scanning/stickering, but I was told this by both the CBSA and CBP agents who did my NEXUS interview. In fact, the CBP agent was really specific about saying that the only issues were fluid milk, meat and fruit not grown in Canada.
