Earning Tier/Skywards miles on other airlines

I know the rule is you can't earn tier miles on any airline other than EK. However many times whilst making a booking on ek.com you are presented with option of flights with EK numbers (4 digits instead of 3) with a note saying ("operated by another carrier") mainly for code share flights (ex. Oman Air to MCT or Jet to BOM).

Other times you can also fly EK then connect on to another airline such as Air Canada.

In these cases would you earn tier given it was purchased on the EK website and/or would you at least earn skywards for non-partner airlines given in this example Oman Air is not a partner airlines as per Skywards?
