CSA considers the volcano ash a weather event and if you purchase the insurance while the volcano is officially NOT disrupting flights then you are covered. Their website has regular volcano updates and will clearly state if there is a window where insurance would be applicable. I think right now you cannot buy coverage but there have been recent windows where you could.
