Height of rudeness, INMSHO. I just would have taken it out, after all, every safety briefing I have heard says that cabin baggage must be stowed either in the overhead lockers or under the seat in front of you (unless in an exit row, of course) - the baggage clearly wasn't under the seat in front of the passenger it belonged to.
