Forced to pay $75 to earn miles?

I searched the board for this but only found posts on point expiration specifically.

My points expired some time ago. Ok, fine. But I still have an account on Mileage Plan as I can still log in, view miles/activity, I still have a Plan number, etc.

I sent in a couple NWA boarding passes from last summer which had my number on file for credit. I received an email response saying that since my account is not active, I would have to pay $75 to reinstate my account in order for the new miles to be posted. But I still have an account and number? There's no screaming headline on my account that says "YOU CANNOT EARN MILES UNLESS YOU RE-ACTIVATE YOUR ACCOUNT". It looks like it always does, minus the points balance obviously.

Can anyone please shed some light? If it matters, I had ~8500 points before they expired, but the issue is not about those points, but new points that I want posted.
