The last time I moved I had to get some money from my account back home so I went to 7/11 and they only let you take out 10,000 increments if you have a foreign card (I was moving so it's not like that was a problem). 7/11s have recently (well, as of December last year) stopped accepting some foreign cards apparently (they have the notice but I've never paid attention).

Shinsei Bank ATMs also usually take foreign cards, are in English, are more common than Citibank ATMs and have better hours than the post office.
