Waitlisting is permitted. Waitlists are cleared based on Elite status (Platinum, then Gold/Silver, then all others) and time of waitlist. All waitlists expire 24 hours before trip departure.

Incorrect again. There may be "B" fares that allow refunds for a $250 fee, but there are also B fares that are completely nonrefundable and B fares that are fully flexible. It depends entirely on the specific fare purchased, and will be outlined in the fare rules. All 3 types may even be available on the same routing. On EWR-TPE, for example, I see 14 different "B" fares ranging from ~$1700 to ~$2700 r/t. One is completely nonrefundable and one is refundable/changeable for a $200 fee. I didn't check the others.
