The problem with IATA resolution 735d is that the text is only available for
purchase, as part of the entire PSC resolutions, for USD 374, and you need to buy it every year or so as it gets amended frequently.
Unfortunately our-asleep-at-the-switch Congress doesn't care about voter (consumer) protection enough to force the industry to make this type of information public domain.
