It seems I was conflating two different things in
JDiver's post. In looking at the full rules, this does not seem to apply to in-cabin pets. I also saw nothing special for any flights that would cover this. It does seem that the reservation was violated, and not even covered in the fine print.
The shorter and well-worded complaint is definitely in order.
