As stated in post 2, the tax is only applicable for itineraries that begin in India. Therefore, this is one of those notable examples where booking two one-way award tickets is ill advised for journeys that begin outside India.

I booked a one-way DEL-BKK-HKG award on TG in C using my BMI miles last year. The luxury tax seemed to be the applicable percentage of the full C fare.

(Incidentally, I booked two awards, DEL-BKK-HKG (stop) and then HKG-ZRH-LHR on LX in F. Initially, the BMI call centre put both awards on one PNR and wanted to (correctly) charge me the Indian luxury on the whole itinerary! They were quite happy to split it into two PNR's)
