Maybe because he did not know that it doesn't exist. Unless he is assigned to review tapes, how could he know? Does the average blackjack dealer know the recording capabilities of camera systems in Vegas?

And....different airports, different recording capabilities. A lot of the systems are legacy systems installed by airport operators.
