Here's an example of what appears to be the standard letter that ordinary mortals get. This is not the only time I have seen this letter on the web, but it's a decent recent source:

Mikey's standard letter is signed by the same moron/hack Kennedy who should be fired, etc.
But the standard letter does not include any apologies or even acknowledge any inconvenience suffered by the victim. Chagoury's letter includes these things. The standard letter also ends with a bunch of legalese that was omitted from this letter.
Comparing the two side by side, I tend to believe that Kennedy started with the standard form letter as a template and then made some modifications in a pathetic attempt to mollify Mr. Chagoury, who, unlike most American victims, has the financial resources to bring down some misery upon the government and its minions. Someone with the financial resources might take the legalese at the end about recourse in the Court of Appeals as a challenge to make use of the court; I know I would.
