Actually, they can and most likely will get arrested. The chances of an arrest increase as the officer gets a feeling you may not be telling the truth.

They can either be released in the field, or brought to a station.... or even booked into jail.

The "ticket" for failing to provide ID is in itself an arrest. Your signature on it is a written promise to appear. Dont sign it, and you get booked into jail.

Happens every day.
