MA doesn't put weight on the DL, presumably out of some form of political correctness with regard to people's sensitivity about their weight.
Some states (I think NY is one) dont have hair color on their license. The things that can change may not be on a license.
There is also another provision in AZ law that we will recognize other states licenses.
But what it comes down to is that the officers are looking for a persons name and date of birth. Those are the biggest keys in identifying someone.
The law says you have to present an operator's license or an ID containing all of the above. So your MA DL (operator's license) is just fine.
I guess an MA ID, Passport Card and Passport are not OK though I doubt an LEO would care or charge this if one of those were presented absent some vendetta.
As for identification required when driving, yes all of those would be OK. They would not all be proof of a drivers license, but they would meet the requirement for a govt issued ID.

I guess procrastinating is a stoppable offense in Arizona.
So the sticker was not on the plate? Was there a current month and year sticker visible on the plate? Was the plate obscured by a bumper hitch or license plate frame?
And to answer your question, no. Procrastinating is not a stoppable offense in Arizona
