Of course you can launder in the sink and hang to dry somewhere in the bathroom.
I bet your hotel would loan you utensils if you just asked. But if not, Tokyo is full of supermarkets, just buy them when you get there. And in Tokyo, I would bet that many (most?) restaurants would have western utensils for those who need them.
