Not really an issue as you only need to qualify in one of the countries in order to get a Premier account for free everywhere. It's specifically stated in the rules/on the website.

I can only agree with most other posters here, have both UK and US accounts and am quite happy with them. There's now even a local HSBC branch here (San Diego), though I've never visited it.
