All my flights MEL/SYD-LAX, apart from when there has been a previous day cancel, always have empty C seats in the cabin.
People missing out on upgrades are not because there are no seats available, they don't clear the upgrade list and seats go out empty.
Looking at the seat maps will confirm this, unless they are clearing 10+ people at the gate.
