Better all round I'd say if they can honestly answer that they "packed" the bags.. rather than saying they are carrying it for a friend which sounds like a red flag line to me!!!
Yeah, to be careful I'd just pack the bags with them in the room.
Two separate issues of course--customs doesn't really care if you've packed a bomb in the bag, but the airport security will. Customs cares only if they've got stuff they shouldn't have or should pay duty on.
