As per other posts, the agent did not know anything about the situation in Bangkok, supposedly asked a supervisor (I was put on hold for 30 seconds) and also no luck getting the change fee waived. PTS sorted this out quickly and the change fee will be refunded.

It was the guy at PTS that was unaware of the situation in Thailand and stated normal cancellation charges apply . I decided to hang fire and see how the next 2 weeks go.
