AEP is definitely considerably closer to the city center. It's about a 15 minutes ride to the city (maybe less) from AEP vs. 40 - 50 minutes to EZE. If you're from a country (like the U.S.) that's required to pay a reciprocity fee ($131 for U.S. citizens) upon entering Argentina, it's only collected at EZE, so you avoid it by flying into AEP. I'd go for the AEP option rather than flying for five hours more just to fly in J.
