Holiday Inns are generally 3-star and below establishments while Hyatts and Marriotts are usually 4-stars and above. You're comparing hotels on totally different levels and wondering why they are different? That's like saying you can't believe the build quality of a Kia is worse than a Ferrari.
Newly refurbished HIs are supposed to meet 4* standard (and newly built ones do). Please bear in mind that there is no global defintion of hotel stars.
They have def never been below 3*.
