I agree, even the relaunch ones are not up to par with many HIX.
From what you could hear "between the lines" when talking to HI hotel managers, they also can get the new logo when promising (= signing a contract) to renovate until ~mid 2011. Those not willing to invest have apparently been kicked out relentlessly.
That being said, the renovated ones certainly have a good standard.
