Hmmm.. i had taken VOA once when I was returning from SYD to CCU and it was pretty simple then.. IIRC, I didnt need any photos or max 1 photo, just had to fill out a form within 10 mins everything was done..Maybe things hv changd for the worse in the last 3 yrs.. I used it within the 1st month it started sometime in Sep - Oct 2005..
