I don't see any requirement that the Amex card be used to pay for the tickets. I think that if the reservation is linked to your father's SkyMiles account number, and the credit card is linked to the same SkyMiles account number, he merely needs to display the card at check-in to claim the waiver. However, I seldom fly Delta and it would be much better if you were to seek verification in the Delta section of Flyertalk.
