The confusion arises because most MI-coded flights (the MI three-digit ones) do have an SQ codeshare flight as well (SQ four-digit flight numbers), and these are the ones that may not credit to *A FFPs or entitle pax to SKL access, if I understand correctly (someone please correct me if I've misunderstood). I'm thus not really sure what the point of putting SQ flight numbers on MI-operated flights are if one cannot get the benefits. I thought the whole point of having SQ flight numbers on those MI-operated flights is so even if MI is not part of *A, pax can still realise some of the benefits.
You understand it quite correctly: if it's an MI flight, and you're ticketed using an SQ four-digit codeshare number, you get Silkair benefits. In T-2, for example, that means the SAS lounge for business class pax, not the SKL.

Now, as for why SQ does it, I'm not sure either -- perhaps it makes single carrier revenue ticketing easier? It doesn't seem to have anything to do with *A perks.....
