you can get alot in this world if you're willing to commit fraud. filing a fraudulent police report, luggage missing report, cell phone lost/stolen, credit card lost/stolen report. Airports have plenty of cameras in them even without scanning every barcode.
The cameras can show you picking up your bag, but what if you have an accomplice pick up your bag. I think Mr Hoffman may have mentioned this a long time ago in "Steal This Book" (I think my brother stole the copy I read in the 70's)
It is not difficult to get away with this if someone else picks up the bags and you don't leave the terminal with them.
