You might like to read this thread in the 'Travel with Pets' forum, discussing experiences of bringing pets into the UK.

Defra requirements mean that any animals being flown in from an international destination have to travel as cargo, so that they may be inspected upon requirement. So it doesn't actually matter what airlines do or don't carry pets - if they are flying pets into the UK, they have to travel in the hold to allow customs/Defra to check that all of the vaccination and health requirements have been met.

Given this is likely to prove quite expensive, your daughter might not be quite so distraught about having to be parted from her dog if she has to pay the costs of taking him with her herself
