Don't let the nature of the smoke act as a red herring. The bottom line is that someone is engaging in behavior that disturbs other guests and violates the rules of the hotel (assuming it's a N/S room or property). It doesn't matter whether they are playing music, cooking nasty-smelling food, jumping up and down and causing annoying vibrations through the floor, etc. You are well within your right to complain and ask them to tone it down.

That's why I prefer heroin users. You can't tell if they are shooting up next door, and they pass out pretty quickly.
