Does any other airline flying from a London airport allow small dogs?
Finnair does allow it.....

SMALL PETS - IN CABIN TRAVEL
Small cats and dogs are allowed to travel in the cabin of the aircraft on most Finnair flights. The pet must be small enough to fit in an approved under the seat carrier. Each airline has different rules regarding pets in the cabin. To see the approved in cabin pet carriers visit this page:

If a pet (a dog, cat or rodent) plus its transportation box weighs 8 kg or 18 lb. or less, it can be transported on scheduled flights with the passenger in the cabin, except in Business Class on the Boeing MD-11, Airbus A340-300 and A330-300, where no bags are allowed under the lie-flat seats. Animals over 8 kg or 18 lb. are always carried in the hold, as are animals travelling alone as cargo and animals travelling on leisure flights. Only a limited number of animal are allowed in the cabin and in the hold of the aircraft.

Finnair does not transport pets as cargo within Finland, only in the cabin or in the hold of the aircraft when accompanying a passenger on the same flight. To some countries, such as Great Britain, Ireland, Hong Kong and Australia, pets are allowed only as cargo due to local restrictions. See also Pets.
