I'd probably do what you did...just kind of notice and live with it, not wanting to create trouble for anyone. But if I could smell it inside my room, I would definitely call down to reception or security and complain about a weird smell in the hallway (lol), especially if I were on a biz trip and needed sleep. I would never call the cops, but wouldn't be too bothered if security did. I mean, I really don't care what other people do, but they should be smart enough to choose the time and the place ... to start to inconvenience other people just invites trouble for them (even if it is a draaaaggg maaaaannn).
