Other backup systems to call non-800 numbers in the US (or elsewhere) include a Pingo account (local phone call, uses a relay for cheap calls to other countries), Skype or other VOIP, etc. (My rellies in Mexico all have Vonage US area code numbers for unlimited access to US / Canada numbers, and of course for me those are USA local numbers as well.)
