Looking at an upcoming flight in expert flyer, all F seats are empty except one which is listed as "Blocked" as opposed to "Occupied."

Does that mean the one seat is empty, but JAL is reserving it for some reason? Flight's showing A0, so i'm wondering if there's a good chance an award seat might open up closer to date of travel.
