How would I go about finding out if / how many *points are required for various types of upgrades? Can I check online by hotel? For instance, I have a stay coming up at the Westin in Napa two weeks from now, and would love to bump up my room to a club room or suite if possible.

There is a chart at spg.com that shows how many additional Starpoints are necessary above a standard award redemption:

You will have to try it at another hotel sometime, however. The Westin Verasa Napa does not offer upgraded award rooms booked in advance. Whether or not they would entertain the idea to do so at check-in as an Instant Award might be another matter.
