I don't mind taking a street cab when going short distances but it's not easy to tell the more formal cabs from the rest. I would recommend that you don't risk it as the airport isn't very close and going to the airport at night in a street cab isn't 100% safe (just imagine the problems you'd have if you lose your passport). In any case, taxis aren't all that expensive in Lima.
