The booking is changed to 'C' inventory, but the ticket isn't physically re-issued in exchange for the certificate. As far as I know, the certificate is attached to the flight coupon and lifted at the departure gate or ticket-lift point. Please correct me if I'm wrong, but that's the procedure for handling VIPOW certificates.
