Prior to the ELR scheme bulkheads were usually not selectable online in advance of t-24, even by Plats. Occasionally they would be and I ascribed that to a glitch. It was often possible to call and get them assigned, but not select them online.
I did not find this to be the case before (for whatever reason). Hence why I was surprised recently when i couldn't select them.
