I get the "contact your booking agent" when it's a TA booking, did you book it yourself? (Basically only your TA can upgrade you there)

However, I do have a similar issue, I'm trying to upgrade a flight to CE at the moment and I get almost the same message but ends in "contact your local reservations office". Could be linked to the same bug if there is one.
