Are all upgrades blocked in ba.com?

Hi all,

I have a flight with the 399 offer on Saturday but the system throws an error when I try to process the upgrade. The local office says this is online only and can't process it, even though they can see it. I also notice that the upgrade for my eu shorthaul is no longer offered (upg to CE to CDG for 100) when I check that booking.

Did someone set the wrong options when the upgrades for strike flights was turned on? Any suggestions? All I have for the LH is to "try again later" from Tokyo office...
