Prepaid rate billed dollars or local currency?
I'm planning on booking a Thai hotel with a nonrefundable prepaid rate on Hilton.com. If I'm in the USA and use my USA credit card will it be billed in US Dollars or local currency? If US Dollars I would use my Surpass and get the 9x points. If Baht, I would use my CapitalOne Visa as CapitalOne doesn't charge the 2% foreign transaction fee.
