N.b. I'd drop the 'safer' line. The only responce to someone using such a line would be, well if you are concerned about her being on her own - skyflyers solo, if not then it makes no difference lounge / no-lounge.

BA97 might indeed be the best bet.

It is a daft (but standard/normal) restriction. The age of criminal responciblity is 10 in the UK (it really ought to be higher, 14 etc), but if we are capable of holding someone criminally responcible at 10 then we ought to be cable of trusting them not to do certain things either. And trusting children to be around alcohol but not drink it might just be part of getting away from this sudden boozy release into it later.
