Why not just ziptie your luggage? It serves the same purpose, a pair of decent wire-cutting pliers can cut a TSA lock just as easily as a ziptie, and the latter come in packs of dozens for a couple bucks. Just put a wire cutter in an outside pocket for when you pick it up.
