Not retroactive. It is giving you the valid dates. Unless you register (or if Hhonors already entered the FT onto your account), no stays before registration/account entry are counted.
Just like the current promo which is valid for stays between April 6-June 30, if you did NOT register beforehand, NO STAYS BEFORE registration will count. The dates delineate when the stays must occur. If you had stays April 6- 20 but did NOT register for the Q2 promo until April 25, NONE of those earlier stays count.
You are signing up for a promo. So the Gold FT is good only from the time you register, NOT before. If you don't like the T&C of the Gold promo, you can always try to reach the goal for Diamond.
