If I have a 700 ticket I want to exchange for a 500 ticket, I see the following scenarios:

1) pre-paid - I charge 150 to my credit card for the change fee, and receive a credit of 200

2) post-paid - I don't charge anything to my credit card, but only receive a credit of 50

CO gets the same net either way and so do I...I just avoid having to pay out to get my full credit back.
In situation 1, the company gets your $150 new cash immediately to spend however they want. In situation 2, the company gets no new cash. Also, I'm sure some people don't always use vouchers (a sin, I know, but it's done) so the company pockets the extra $150.
