CAD releases Aircraft Accident Preliminary Report for 13APR/CX780

CX has also released the following statement regarding the preliminary report:
Cathay Pacific Airways today received a copy of the Civil Aviation Department’s Preliminary Report on its investigations into the emergency landing of flight CX780 at Hong Kong International Airport on 13 April 2010.
The report's account of the incident is consistent with our understanding of the sequence of events leading to the landing.
We will continue to cooperate fully with the CAD in its ongoing investigations.
We look forward to the final report which we believe will determine the cause of the emergency. This will enable us to ensure that all necessary steps are taken to avoid a recurrence of such an incident.
As the investigation is still continuing, it would be inappropriate to offer any further comment at this stage.

Based on the preliminary report, it seems that the actions of the pilots and CPA Engineering Department were reasonable and there is no major judgement error regarding whether or not to continue to HKG/VHHH or turn back to SUB/WARR or go to alternative airport. The major fault and difficulties started quite close to HKG/VHHH.
