Correct. Those sites are 3rd party resources to whom CO - and every other airline - owes nothing. It is their responsibility to update their own content, not the responsibility of the airlines to do their work for them.

Nope. The seat maps are tied to the aircraft. Those sites try to make it easier for customer to find the information by trying to search based on the published timetable data. That data is not authoritative.
