Er, in what way are they not national ID cards? That is *exactly* what they are, and they are accepted to enter the UK, though airlines will most likely not accept them mostly because they don't know what they are. (I wouldn't try Ryanair with anything other than a passport, TBH).

If you mean the "visa cards" issued to immigrants you'd be right, but the ID cards issued on trial to people in London and Manchester are precisely that.
